Meet Oscar
Oscar Ugarte is a first-generation American. He was born to Mexican parents and raised in El Paso, Texas. He graduated from Ysleta High School in El Paso.
While still attending High School, he joined the school’s law enforcement program, where his passion for law enforcement continued. At the young age of 19, he joined The Texas Department of Criminal Justice, Institutional Division, as a Corrections Officer.
In 2005, Oscar obtained his peace officer license from the State of Texas and became a police officer for the City of Socorro, Texas. In 2007, he sought an opportunity to further his law enforcement career and became a court bailiff for the El Paso County Council of Judges.
Then, in 2011 Oscar joined The El Paso County Constable’s Office as a Deputy Constable. In March 2016, Ugarte decided to enter a leadership position in his career to serve his community and constituents better. Shortly after, he ran for and was successfully elected to Constable, Precinct 1, and re-elected in 2019.

3,000 hours of accredited continuing law enforcement training from The Texas Commission on Law Enforcement (TCOLE)

Civil Process Proficiency, Court Security Specialist, Basic Instructor Proficiency, and Mental Health Officer certifications from the TCOLE
